ADVOCATES FOR IMMIGRANT RIGHTS & RECONCILIATION

Karla Juarez (She, Her, Ella) is a nonprofit leader and advocate dedicated to advancing immigrant rights and building stronger, more inclusive communities. A graduate of the University of New Mexico, she brings a background in business and program development to her leadership. As Executive Director of Advocates for Immigrant Rights and Reconciliation (AIRR), Karla leads efforts in immigration advocacy, civic engagement, and community organizing to empower immigrant and refugee families across Kansas and Missouri.

At the heart of her work is a deep commitment to equity, belonging, and uplifting immigrant voices.

STANDING WITH IMMIGRANTS IN ACTION

This session explore how immigration enforcement operates at the local and state levels, and how community organizations can respond. We'll break down the key components of immigration enforcement—how federal agencies like ICE and CBP interact with state and local law enforcement, what “detainers” and “287(g) agreements” mean in practice, and how state policies can either protect or endanger immigrant communities.

The session will also cover local rapid response networks: what they are, how they mobilize to support individuals facing detention or deportation, and how allies can get involved in monitoring and responding to enforcement actions.
